Puerto Rico’s renewable energy landscape is undergoing significant transformation, driven by a series of government actions and legislative initiatives aimed at achieving 100% renewable energy reliance. The most notable among these is the Puerto Rico Energy Public Policy Act (Law 17-2019), which set ambitious targets to transition the island’s energy production to 100% renewable sources by 2050. This law also created the Puerto Rico Energy Bureau (PREB) to oversee the energy transition and ensure regulatory compliance. The PREB is currently in the process of procuring approximately 3,750 MW of renewable energy generation and 1,500 MW of energy storage.

Cimagaroon Howell is a project management professional skilled in managing and implementing large-scale infrastructure projects as part of a multi-billion dollar disaster recovery program. He is adept at handling environmental, political, staffing, and design complexities to ensure projects are completed on time and within budget. Mr. Howell specializes in designing and developing enterprise solutions to streamline program implementation and reduce administrative expenditures. In addition, he has managed or developed planning and environmental documentation for the Texas Department of Transportation (TxDOT), the Federal Highway Administration (FHWA), the Housing and Urban Development (HUD), the Environmental Protection Agency (EPA), and the United States Army Corps of Engineers National Environmental Policy Act (NEPA).
Pix Howell brings a wealth of knowledge in urban planning, policy development, land development, recreational planning, utility bundling, major water and wastewater infrastructure, funding strategies, transportation planning, and infrastructure implementation. His unique understanding of the economic impacts of infrastructure within a master planning effort or governmental jurisdiction sets him apart. Currently serving as the president of Diverse Planning and Development, he has also held the position of Urban Design Officer for the City of Leander, Texas. He has consulted on various urban and rural projects and informally worked with different municipalities and counties on regional policy issues. His contributions extend to serving on the Technical Advisory Committee to the Capital Area Metropolitan Planning Organization while with the City of Leander. He was also the President of the Board of Directors of the Coalition of Central Texas Utilities Development Corporation. This significant achievement wrested control of utilities from Burnet County to Matagorda County from the Lower Colorado River Authority, which was trying to sell them to an Investor-Owned Utility in Canada.
